EXPERIENCE 

Over 30 years of diversified professional experience in a variety of phases of civil and environmental analysis, planning, engineering and construction.  Most have concentrated on environmental engineering and construction associated with underground storage tank (UST) removal and installation and surface and subsurface soil and water contamination.  Activities include planning and supervision of site assessment of soil and underground water, remediation by excavation and treatment, construction of trenches and sampling boxed for sparging and restoration of petroleum-contaminated aquifers, preparing Phase I for numerous financial institutions, such as Wells Fargo, Commerce Bank, Bank of America and Cathay Bank, also in underground storage tank removal and installation.

 

Since 1988, Mr. Markarian has been in responsible charge of construction planning and supervision of hundreds of projects involving contaminated soil and groundwater resulting from surface spills and leaking underground tank systems storing hazardous and toxic substances.  During the last twenty years, Mr. Markarian has completed hundreds of projects for UST removal, sampling and remediation, and for installation of above-ground and below-ground tanks.  UST removal projects, contaminated soil and water sampling and remediation projects variously have included:  Covert Cast Iron, City of Montebello, Sam’s Shell, Beacon Truck Stop, A to Z Fuel, Top Choice Cleaner, US Royal Oil, Speedy Fuel, Inc., Discount Tire Center, Mirage Dry Cleaner, Econo Lube & Tune and numerous others, working with various regulatory agencies including:  LARWQCB, SDRWQCB, OCHCA, LACDPW UST Unit and LOP, Riverside County Health Department, San Bernardino County Health Department, Los Angeles County Health Department, City of Long Beach Health Department and City of Los Angeles Fire Department, and many others.

PROFESSIONAL EXPERIENCE:

 Dr. Chang has managed/supervised/participated in many remedial investigation and feasibility studies at various commercial and industrial facilities throughout the West Coast U.S.A. and Taiwan.  These studies have involved data collection and evaluating regional and site geology, soil sampling, monitoring well installation, and site geology, soil sampling, monitoring well installation, groundwater sampling, borehole logging, and findings reporting.  Dr. Chang’s responsibilities for these projects also include the development of acceptable cleanup goals based on results of evaluating health risks associated with exposure to chemicals released into the environment and the cost/feasibility screening of remediation options to achieve the developed cleanup goals.  Dr. Chang has performed thousands of Phase I for numerous financial institutions, such as Wells Fargo, Co-America Bank, Cathay Bank, Mega Bank, Bank of America, Commerce Bank, Telacu Community Bank, and other institutions. 

SELECTED RELEVANT EXPERIENCE FOR HYDROGEOLOGY AND GROUNDWATER MONITORING:

 *Dominguez Oil Field, Carson, California:  Dr. Chang managed a groundwater investigation consisting of installing/sampling five monitoring wells at this oil field.  Other responsibilities included evaluating regional and site geology and report writing.

 *Tajiguas Landfill, Santa Barbara, California:  Dr. Chang designed and performed a groundwater monitoring well program at this largest active landfill in the Santa Barbara county.  Other responsibilities included borehole logging, groundwater sampling, and report preparation.

 *Former Camp Anza Site, Riverside, California:  Dr. Chang developed site health safety plan, well construction plan, and sampling QA/QC plan of this project for the Army Corps of Engineers.  Other responsibilities included borehole logging, monitoring well installation and soil sampling, groundwater sampling, report preparation, and aquifer testing.

 *Berth 74, Port of Los Angeles, California:  Dr. Change designed and performed a groundwater monitoring well installation program.  Other responsibilities included borehole logging, groundwater sampling, and report preparation.

 *GATX San Pedro Terminal, Berth 70, Port of Los Angeles, California:  Dr. Chang designed and performed a subsurface soil and groundwater investigation program.  Other responsibilities included borehole logging, groundwater sampling, and report preparation.

 *Tropicana Foods Facility, City of Industry, California:  Dr. Chang designed and directed the site groundwater investigation and remediation project at this former Hansen Foods facility listed under Well Investigation Program (AB1803 Follow-Up Program) of California Regional Water Quality Control Board and U.S. EPA.  Other responsibilities included borehole logging, groundwater sampling, and report preparation.

 *OB/OD Unit, China Lake Naval Weapons Center, California:  Dr. Chang prepared Subchapter X-Specific Part B Information Requirements for Miscellaneous Units for this waste management unit regulated under RCRA.  A preliminary risk assessment was conducted to evaluate the potential adverse effects on  subsurface environment, surface environment and air due to operations at the site.  As part of the Part B permit application, Dr. Chang also designed and performed a groundwater investigation program consisting of installing/sampling one 400’ deep monitoring well at the site.
